White Book provision
Building the relationship with the Church superior - diocesan norms - recommendations for the Bishop - relationship, not control. A proper relationship between the leader and Church authority gives a sense of rootedness, security and unity. It is not only a formal dimension but also a spiritual one - a witness of obedience and cooperation.
Why it matters
Lay communities, movements and works live within the Church, not beside it. The Second Vatican Council stresses that the apostolate of the laity is to be integrated into the whole apostolate of the Church, preserving both their own initiative and their bond with the pastors (decree Apostolicam actuositatem, nos. 23-24). In Christifideles laici (no. 30) John Paul II listed “criteria of ecclesiality” for lay associations, among them a witness to strong and authentic communion with the Pope and the bishop.
Leadership that is not rooted in Church authority is exposed to isolation, arbitrariness and lack of outside correction. A relationship with the superior gives the leader support and the community a sense of safety.
Three dimensions of the provision
- Diocesan norms - knowing and applying the rules in force in the diocese (e.g. safeguarding of minors, statutes, financial procedures).
- Recommendations for the Bishop - the White Book also foresees proposals addressed to pastors, so it looks at the relationship from both sides.
- Relationship, not control - the aim is not supervision for its own sake but a living bond: regular meetings, transparent information, shared discernment.
Good practices
- A clear contact person on the Church's side (bishop, delegate, parish priest, assistant).
- Regular, planned meetings, not only contact in a crisis.
- Sharing plans, reports and difficulties - see financial and managerial transparency.
- Obedience combined with the courage to speak the truth - obedience does not exclude dialogue.
